Hi Barry.
Freeola are pretty good. Mostly accessible with out any problems and free. The only limitation is that you have to be connected to there ISB to upload files, however you can pay a small amount each month to remove this limitation, they also offer more managed services for you if you want. Its where I'm hosting from and I've never had any issues with availability.
