I had a go on a Kindle Fire last week and I couldn't find these options.
I could get text to speech, but not Voice Guide or Explore by touch. I'd
be interested in hearing from anyone who has had a different experience,
as it would be wonderful if these features were available.

Kindle Fire HD 8.9" has the following accessibility features:
Voice Guide
 reads your screen actions aloud to assist with navigation, and reads
the text of Kindle books aloud using Text-to-Speech.
Explore by Touch
 reads aloud details about the selections you make onscreen (for
example, the title and summary of a book).
To turn on accessibility features:
Swipe down from the top of the screen and tap More.
Under
Settings, tap Accessibility.
Accessibility
From this screen, you can also choose to lock the screen rotation to
make using accessibility features easier..
