Hi Neela The 4th Generation will have all of the accessibility features of the 3. The main differences between the 3 and 4 are some slightly up rated bits inside. As for the setting up the iPad is relatively simple to self configure if you are comfortable with the technology. The largest hurdle is learning the gestures, swiping of fingers etc. By simply pressing the tactile home button 3 times will activate the voiceover control and it will speak to you.
