There are not many interfaces at the lower end that have inserts on them, question is do you really need inserts at all, a lot don't track with hardware insert FX unless perhaps a guitarist.  If you do and have access to Firewire I could recommend the Avid Mbox Pro which does have real inserts if you need them plus the digital I/O you need.  It has very nice monitoring facilities (two headphone sockets) which are simple to use with built reverb/delay if you need it.  Not the cheapest but good quality especially now some of the worst firmware issues are resolved.  The only problem with all of these will be the front end software for the soundcard will not be very accessible.
