Hello, David.
Though I have never downloaded directly from the BBC website, I have used
the get iPlayer program  to download both TV and radio shows. The get
iPlayer program is available from
http://www.infradead.org/get_iplayer/html/get_iplayer.html
And it's perfectly accessible. It can be used fairly easily, and can be
installed on both Windows and Linux. There is also, I believe, a version for
the Mac, but I'm not sure whether that version is usable with VoiceOver.
