Hi,

Without having access to the web application, a few guesses may be, either
it makes heavy use of flash or similar plugin, which doesn't render the text
in a standard way. Or it could be text rendered in a graphic or video layer.

I had a similar issue a while ago when I worked at the nhs, the esr web
application was built in flash, which made it almost impossible to use with
a screen reader. I no longer work there, so is not an issue for me now but
appreciate the problems it can cause.
